Apparently, Mathey is a very common Swiss name and Locle was one of the centers of watchmaking in Switzerland. Jules Mathey could have been either a watchmaker or a jeweler who sold watches. I can tell you my watch has the "classic" bar movement layout & dates around 1860s. Also, there is another Jules Mathey watch on display at the National Watch & Clock Collectors Museum in Columbia.
